Summary:

The culture of expecting problems and making a conscious decision to only invest time in fixing them when they arise comes from the notion of "we cant predict the future, so we cant prevent the problems". This in turn leads to an acceptance of failure as inevitable, and of crossing that broken bridge after it breaks.
But what if the bridge simply didnt need to be broken in the first place?
